Kwok is certainly not an unique case in HK. Just look at the local showbiz. Where were they in 1989 and where are they now? Some people just pride themselves for being an opportunist. As for fear, I doubt it applies to these people. After all, they have the chance to move away or to choose silence. However, they chose to collude to further advance their personal interest.
